Something radom. From watching lots of police series/ films from the US, I've noticed that police files/records are put together in a way that may differ from other parts of the world. I'm talking about the use of the spring clip. It's placed at the top of the back cover rather than on the left side.
Is there a reason for that?

Also, why do some use yellow paper to take down notes?

No clue as to what you mean by spring clip position. Would need a photo.
Yellow paper because it’s a “legal pad”. Used by lawyers & others. Always has lines. Sometimes the pads are white.

The prong is in an horizontal position instead of a vertical one.

It’s so you can flip the pages over and continue reading the document. It’s just easier for people who are always moving.
And the yellow paper is a legibility and archive purposes. I use the heaviest weight yellow paper because it soaks up ink and is just easier to read.

Another good thing about legal pads is that you can either tear off sheets as you go along or not tear them off at all. Just fold them over the top of the pad until you’re done.
