While I'm not as resourceful as Laurie L (http://www.movieforums.net/member.php?action=getinfo&userid=22), I'll try to answer your questions on upcoming DVDs and whatnot.
Let me say this now, I probably won't be able to answer everything. :)

this is just a general DVD question: When I'm watching a DVD and the movie keeps skipping and going back to some other scene...should I try to start the movie again after the skip or keep trying to make the skip go away. I mean...cleaning it sometimes doesn't work. I guess what I'm saying, is if a DVD has a scratch...is it pretty much a throw-away?

If you've tried fixing the scratch, then yeah.
Usually, if the scratch is small you can take a DVD repairer and clean the scratch and it should return to normal play.
