I cannot remember what movie this scene is in or the actors that play it.
Things I do remember:
It's a police comedy from late 90's I would imagine (I had thought possibly one of the Rush Hour movies, but didn't find the scene in any of those).
It involves a foreign-language speaking person that has been arrested and is in the backseat of the cop car.
The cop is outside the backseat window and the prisoner is yelling at him in a foreign language and spits at him but the spit hits the window instead.
The cop is distracted somehow outside the vehicle and the prisoner manages to kick through the grate and somehow takes off with the car, steering with his feet while handcuffed in the backseat. The cop tries to take control of the car and is running alongside with an arm through the driver side window while the prisoner is in the back laughing hysterically.
... this is all I can remember and have been wondering for years what movie I saw that had this in it. Might not have even been a movie I like but not being able to figure it out is driving me nuts. I'm sure you can relate.
