Movie where antogonist burns victims alive.

Morning! I remember seeing a film a while back about a killer who burns victims alive. There's a scene at the beginning I think where somebody literally falls over a smouldering corpse and then later where an old lady is discovered ablaze in her bedroom. I used to think it starred Gary Oldman as the killer but I've searched his filmography with no joy. I think it's a 90's film. Any suggestions greatly appreciated. Thanks, Pringle.
