what is this friken movie! TWO AIRPLANES PLZ HELP

i remember a scene where two airplanes are in the night sky heading towards each other and guys at control at the ground has lost power
the guy in charge tells everyone to right whatever they remeber last
the planes are just about to crash when power suddenly returns to control and they immediately radio each other
the two planes narrowly miss each other

Pushing Tin, maybe. I think some of the details are slightly different, but given the paucity of films about the major things you're discussing, that still seems likely to be it.
