Don't forget Wolf Creek for God's sake!
wolf creek is one of the biggest let downs for me because i had heard so many good things about it but i found it to be rather lackluster and predictable

This might just do nobody any good.
1. Mulholland Dr.
2. Berberian Sound Studio
3. The Witch
4. Under the Skin
5. The Devil's Backbone
6. Audition
7. The Babadook
8. Black Swan
9. The Cabin in the Woods
10. It Follows

Probably...

I'm probably forgetting some, but from what I can think of:

1. Gozu
2. Housebound
3. The Mist
4. Lunacy – A bit twisted and weird as hell, but still one of Svankmajer’s more normal movies.
5. Dagon - review
6. Tucker & Dale vs. Evil – The type of movie that makes me want to congregate a few friends and order a pizza.
7. Bubba Ho-Tep – Surprinsingly somber for a horror comedy. It even gets really bittersweet towards the end (after a wheelchair-ridden Elvis defeats the assh*le-sucking mummy).
8. Abominable – Crappy sci-fi channel movie from about a decade ago, but fun fun fun for those that appreciate some Sasquatchploitation. Great use of jump scares too.
9. Green Room – Great dialogue, characters, and use of violence!
10. Sweeney Todd

I tried not being too liberal with the horror label ('tis hard for me), but I guess comedy is a prevalent theme here.

4. Under the Skin
7. The Babadook
I'd go for those two, as well as Entity and The Eclipse, although the latter is more a supernatural thriller.

Bumping this with my top twenty since 2000 so far as it's been over a year since i started this thread. Also to get more recs hopefully because i'm getting into horror again right now. Left out Inland Empire coz i'm not really sure how much i like that until i see it again and also i feel weird classing Lynch films as Horror for some reason:

20.The Others (Alejandro Amenábar, 2001)

19.28 Weeks Later (Juan Carlos Fresnadillo, 2007)

18.Pulse (Kiyoshi Kurosawa, 2001)

17.The Eyes of My Mother (Nicolas Pesce, 2016)

16.Maniac (Franck Khalfoun, 2012)

15.The Devil's Rejects (Rob Zombie, 2005)

14.I Saw The Devil (Kim Jee-woon, 2010)

13.Spring (Justin Benson and Aaron Moorhead, 2014)

12.Tucker & Dale vs Evil (Eli Craig and Morgan Jurgenson, 2010)

11.Lake Mungo (Joel Anderson, 2008)

10.The Babadook (Jennifer Kent, 2014)

09.Detention (Joseph Kahn, 2011)

08.Ginger Snaps (John Fawcett, 2000)

07.The Loved Ones (Sean Byrne, 2009)

06.The Witch (Robert Eggers, 2015)

05.It Follows (David Robert Mitchell, 2014)

04.The House of the Devil (Ti West, 2009)

03.Trick 'r Treat (Michael Daugherty, 2007)

02.The Descent (Neil Marshall, 2005)

01.Let The Right One In (Tomas Alfredson, 2008)

1.[REC]: A modern day classic. The setting is great. Many effective scares. The general tone of the film is what makes it so great.
2.28 Days Later: Some beautiful shots, a great soundtrack.
3.Get Out: A fun popcorn flick. It was a real treat to see the guy from Black Mirror as the star.

Only horror films from the 2000's I'd give over a 7/10. There were a couple of thrillers that came to mind but they don't exactly count.

Some of the best ones which I watched are:

1. The Ring
2. Mirrors
3. The Exorcism of Emily Rose
4. The Amityville Horror
5. The Grudge
6. Shutter - Korean Version
