I remember that there was this guy with a car that travels around America (?) trying to catch this bad guy in an old american car, the bad guy was like a robot with this electric walker of some sort

No not that one, towards the end they go with their cars to this car dump place of some sort and in the end the young man kills the bad guy with mind games

Some of that sounds like Phantasm or actually Phantasm 2, that is the one where they drive around in the Hemi-Cuda chasing the Tall Man. But I don't remember any robot stuff, sorry, hopefully this will help.
